The New York State Public Service Commission developed a far-reaching, ground-breaking initiative that seeks to reverse the pattern of energy use in New York by reducing electric usage by 15% of the projected level for 2015. Under this initiative, New York State and the state utilities offer a wide variety of programs to help consumers improve the energy efficiency of their homes and businesses. There are also programs to help low income customers with energy efficient solutions that will help reduce energy bills, sometimes at no cost to the resident.

New York ENERGY STAR® Homes Program

  

New Construction:  This program uses proven technologies, quality materials and advanced building practices to ensure that your newly constructed home meets strict standards for energy efficiency. In addition to using significantly less energy than a

conventional home, a New York ENERGY STAR Home has fewer drafts and better ventilation—making it a comfortable, healthier environment for the entire family.

Home Performance with ENERGY STAR®

  

Existing Homes:  This program provides comprehensive home energy assessments (free to most New Yorkers), low-interest financing and cash back incentives to help homeowners cut energy waste. Have an energy efficiency expert contractor test your home, then recommend and complete improvements that will save you hundreds—or even more—on your annual energy costs. Take advantage of On-bill Recovery Loans to finance your upgrades.  

Multifamily Performance Program

 

  

The Multifamily Performance Program provides financial incentives to owners of new or existing multifamily buildings (at least five residential units and four or more floors) to boost your energy efficiency by 15 percent or more. Save at least 15 percent on annual energy use (many buildings save substantially more), earn generous incentives to help you pay for the upgrades, take advantage of cash incentives and special low-interest financing, and increase your long-term property value. Your building will be easier to maintain as well as healthier and more comfortable for tenants.

 

**Residents/tenants are encouraged to contact their landlord or co-op board to participate in this program. 

Residential On-Bill Recovery Program

This loan program allows you to finance energy efficiency improvements to your home through a charge on your utility bill.  Improvements eligible for financing include energy efficiency improvements to a 1-4 unit residential building that have been approved by NYSERDA and are installed by a participating BPI-accredited Home Performance with ENERGY STAR contractor.  The cost of the financed improvements must be less than the estimated energy savings over the anticipated life of the improvements.

Solar Photovoltaics (PV) Incentive Program

The Solar Photovoltaics (PV) Incentive Program provides cash incentives for the installation by Eligible Installers of new grid-connected Solar Electric or Photovoltaic (PV) systems that are 7kW or less for residential, 25kW or less for not-for-profit and 50 kW or less for commercial sites. Funding for the Solar PV Incentive Program has been allocated by the New York State Renewable Portfolio Standard. The goal of the program is to install 82 MW or 93,806 MWhs of Solar Electric Power systems. Incentives will be granted on a first-come, first-served basis and applications will be accepted through December 31, 2015, or until funds are fully committed, whichever comes first.

Solar Thermal Incentive Program

The Solar Thermal Incentive Program provides incentives for the installation of new Solar Thermal systems for the production of hot water displacing electrically heated hot water. System incentives are capped at $4,000.00 per site/meter for residential systems and $25,000.00 per site/meter for nonresidential applicants. Funding for the Solar Thermal Incentive Program has been allocated by the New York State Public Service Commission through the Renewable Portfolio Standard program.

 

The goal of the program is to install 45.54MW of Solar Thermal capacity by 12/31/2015. Incentives will be granted on a first-come, first-served basis, and applications will be accepted through December 31, 2015, or until funds are fully committed, whichever comes first. There is also a small amount of non-RPS funding available for projects which use fossil fuels to heat their domestic hot water. Please call NYSERDA for availability of non-RPS funding.

Residential Appliance Recycling Program

 

Central Hudson will provide rebates when you recycle your old, working window air conditioner, second refrigerator or freezer.

Residential Direct Installation Program

Provides a low-cost energy survey for customers and free installation of low-cost energy efficiency measures such as CFL bulbs, smart strips, and other items as applicable.

Room Air Conditioner Rebate Program

Customers are eligible for rebates of $25 per ENERGY STAR® rated room air conditioner.

Residential HVAC Program

 

Provides rebates for the installation of energy efficient heating and cooling, duct and air sealing and programmable thermostats. The equipment must be installed by a licensed contractor.

Residential Appliance Bounty Program

 

Customers are eligible for rebates when disposing of either a working freezer or second refrigerator.

Multi-family Energy Efficiency Programs 

Program targets 5 to 75 unit multifamily buildings providing prescriptive rebates for common areas and specific building upgrades to help offset the cost of installing high efficiency equipment and weatherization measures.

Long Island Power Authority

 

Home Performance with Energy Star Existing Homes

Home Performance with  ENERGY STAR® provides rebates to customers who have a Comprehensive Home Assessment (CHA) and complete a Home Performance project that is recommended by a LIPA BPI certified contractor.  Customers also can take advantage of NYSERDA's On Bill Recovery Loan or Green Jobs/Green NY low cost financing to pay for upgrades to homes including insulation, air and duct sealing, and high efficiency heating and cooling systems.

Energy Star Labeled Homes New Construction

LIPA’s ENERGY STAR® Labeled Homes offers incentives to builders who build homes that meet or exceed the current ENERGY STAR standards set by the Environmental Protection Agency.  These homes are constructed adhering to strict standards for energy efficiency and use significantly less energy than a conventional home.   ENERGY STAR homes also have fewer drafts and better ventilation, making a more comfortable, healthy environment for new home owners.

Cool Homes Existing Homes

This program is for existing homes.   The Cool Homes program provides incentives to LIPA Cool Homes contractors as well as rebates to LIPA residential customers for the purchase of new, energy efficient central air conditioning systems, ductless mini splits, heat pumps or geothermal installations.  LIPA provides enhanced rebates to customers who choose LIPA's Early Retirement program, replacing less efficient, functioning systems with new energy efficient units.

Solar Hot Water

Solar Hot Water promotes the use of solar thermal systems to heat the water in a customer’s home. Systems can provide 60%-70% of annual water heating needs. Customers can save up to $600 annually with system. Program available to electric hot water customers only.

Solar Pioneer

The Solar Pioneer program offers incentives for the installation of photovoltaic (PV) systems to a residential home. System sizes vary due to size of home. Applications for participation and participating installer contractors can be found at LIPA website.  Rebates are on a first-come, first-serve basis pending application pre-approval by LIPA.

Backyard Wind

The Backyard Wind program can help lower monthly bills, reduce energy consumption and it’s good for the environment. Installation of a wind turbine system preserves the earth’s finite fossil-fuel resources - coal, oil, natural gas - and reduces air and noise pollution associated with those energy sources. Customers need to decide if there is enough wind resource where they live, if local zoning permits tall towers in their neighborhood and there is adequate property to site a wind turbine. LIPA offers homeowner’s valuable rebates combined with New York State and Federal tax incentives make this program more affordable than ever before.

Geothermal

The Geothermal systems use the earth as a heat source to provide heating, cooling and hot water for homes in the winter. In the summer, the unit provides central air conditioning by rejecting heat from your home. A portion of the heat can be used to produce hot water, while the remainder is pumped back to the underground piping or well system, where it harmlessly dissipates into cooler ground/water. Rebates are available based on the unit’s Energy Efficiency Ratio [EER] rating. The units must be independently verified through the current Air Conditioning and Refrigeration [ARI] directory as performing to LIPA’s Efficiency standards.

Lighting and Appliance Rebates and Incentives

LIPA is a proud sponsor of ENERGY STAR® and encourages customers to buy appliances and lighting products that have earned the ENERGY STAR label.  Rebates and incentives are available on products like refrigerators, dehumidifiers and lighting.

National Grid

Energy Wise – Multifamily Program

Provides building owners with 5 to 50 dwelling units an energy audit and incentives for the installation of energy efficiency measures. The company will provide certain low-cost measures at no cost to the building owners.

Residential Energy Star Products and Recycling Program

Refrigerator recycling program provides a $30 rebate per unit with a 2 unit limit per account.  Must be in working condition and not the primary unit.

New York State Electric and Gas

 Multi-Family Program

This program provides equipment replacement designed to reduce electricity use in apartments and condominium complexes with 5 to 50 units. Incentives include: free installation of CFLs in up to six fixtures per dwelling unit; free installation of energy efficient faucet aerators and showerheads, and water pipe heat wrap in apartments where water is heated by electricity; and up to 50% of the cost of common area lighting.

Refrigerator and Freezer Recycling Program

Free pick-up, removal and recycling of up to two functioning, inefficient second refrigerators or freezers.  Participating residential electric customers receive a $30 rebate for each unit removed and an annual electricity savings of up to $150.

 

Orange and Rockland Utilities

Residential Efficient Products - Coof Off and CASH IN

This program provides incentives and collection services for customers who turn in a working second refrigerator or freezer.  It also supports the stocking, promotion and sale of ENERGY STAR rated high efficiency appliances including window and through-the-wall air conditioners and dehumidifiers by providing rebates to customers who make qualifying purchases.  The program is available to residential and commercial customers.

  

Rochester Gas and Electric

 

Multi-Family Program

 

This program provides equipment replacement designed to reduce electricity use in apartments and condominium complexes with 5 to 50 units. Incentives include: free installation of CFLs in up to six fixtures per dwelling unit; free installation of energy efficient faucet aerators and showerheads, and water pipe heat wrap in apartments where water is heated by electricity; and up to 50% of the cost of common area lighting.

New Construction Program

This program

provides technical support to design teams and financial incentives to building owners involved in the construction of new, more energy-efficient structures. The intent of the program is to not only improve energy efficiency and green building practices, but to effect a permanent transformation in the way buildings are designed and constructed throughout the state.

NYSERDA Existing Facilities Program

This program offers customers a comprehensive strategy to realize energy savings by implementing cost-effective energy efficiency measures through an integrated approach. Lower cost, Pre-Qualified solution are also offered that can be quickly implemented for immediate savings while longer term, comprehensive Performance-Based incentives that require more time to implement can result in significantly higher savings over time.

Flexible Technical Assistance (FlexTech)

FlexTech offers a wide range of flexible, cost-shared technical services to help New York State businesses make intelligent energy decisions. A dedicated team of engineers, technology experts, and energy consultants works with your team to create a customized assessment that identifies specific opportunities for reducing energy consumption and costs.

Industrial and Process Efficiency Program

This program provides financial incentives to manufacturers and data centers that make energy-efficiency improvements to their operations. Eligible projects include ones that increase manufacturing output, improve IT efficiency, and minimize energy use in building support systems, as well as the installation of energy-efficient equipment in new facilities.

Multifamily Performance Program

This program provides a customized approach to energy efficiency using a Multifamily Performance Partner that can guide the building owner through every step of the process.  In addition, MPP building owners may elect to participate in the Master-Metered Electric Reduction Program.

Central Hudson provides the customer the option of a 0% interest loan to assist in the cost of the project.

Mid-Size Commercial Program

Program provides energy audits, implementation assistance and incentives to commercial facilities with an electric demand between 100 to 350 kWh for the installation of energy efficient measures. Central Hudson provides the customer the option of a 0% interest loan to assist in the cost of the project.

Commercial and Industrial Custom Efficiency Program

Provides incentives for energy efficiency measures in existing buildings and for new construction that are not offered through other programs. Incentives will be offered to participants for any measure, process, or operational improvement that provides cost-effective energy savings. C&I customers will be offered financial incentives for upgrading equipment or systems and improving processes. The rebate amount will be capped at $50,000. The incentives will be capped at $250,000 per project.

Commercial and Industrial Equipment Rebate Program

 

Provides incentives to encourage commercial and industrial customers to install high efficiency cooling, ventilation, lighting upgrades, motors and weatherization measures.

Long Island Power Authority

Programs for your Business

Whether upgrading equipment, renovating or simply looking to reduce your energy use, LIPA offers business customers several programs and incentives to investigate before you begin your project. This program is only for LIPA electric customers.

National Grid

 

 

Small Business Direct Install Program

 

This program provides customers with an electric demand of 100kw or less free expert technical assistance to identify cost-effective energy efficiency improvements, direct installation of measures by qualified contractors, and financial assistance to make energy efficiency investments representing 70% of the cost of the measures installed. The installations of the efficiency measures are provided on a turnkey basis to the customers to simplify and expedite their participation. The programs provide high efficiency lighting, refrigeration, motors and other cost-effective custom measures suitable for the individual needs of small businesses. Niagara Mohawk provides the customer the option of on-bill financing of 0% interest loans to assist in the cost of the project.

Mid-Size Commercial Program

Provides technical assistance, and custom and prescriptive rebates for the installation of high efficiency electric measures with an electric demand of less than 2 MW.

Large Industrial Program

 

Provides technical assistance and custom rebates for the installation of high efficiency electric measures for customers with an electric demand of more than 2 MW.

New York State Electric and Gas

Incentives include: free installation of up to six CFLs per dwelling unit, up to 50% of the cost of common area lighting upgrades and between $300-$600 towards refrigerator replacement costs.

Conservation Incentive Program

 

This program includes two features, a customized rebate program and a fixed rebate program. Under the customized rebate program, small business customers (those using 12,000 Mcf or less annually) can receive rebates of up to 50% ($25,000 maximum) on the incremental cost to upgrade to qualifying energy efficient furnaces, boilers, water heaters and process heating equipment. With the fixed rebate program, small business customers (those using 12,000 Mcf or less annually) can receive fixed rebates for the installation of pre-qualified energy equipment. Prescriptive rebates are available for small, non-residential customers whose facilities use less than 12,000 Mcf (thousand cubic feet) of natural gas per year for upgrading to more energy-efficient equipment. In addition, National Fuel's Conservation Incentive Program provides small, non-residential customers with rebates of up to 50 % (with a maximum of $25,000 per project) on the incremental costs to upgrade to qualifying energy-efficient furnaces, boilers, water heaters, and process heating equipment.

EmPower New York

EmPower New York provides low-income homeowners and renters with energy efficiency services, as well as health and safety measures, for Free. If you’re HEAP eligible or have a household income below 60% of the state median, you qualify. Benefits may include insulation, reduced drafts, upgraded lighting, appliances and heating.

Assisted Home Performance with Energy Star

 

This program provides low- to moderate-income New York homeowners with a grant of up to $5,000 to pay for half the cost of energy efficiency home improvements. To qualify, your household income must be below 80% of the median for your area. The process begins with a free comprehensive home energy assessment, and low-interest financing is also available to help keep the cost of your project affordable. Take advantage of On-bill Recovery Loans to finance your upgrades.

Assisted New York Energy Star Homes

New Construction:  This program includes a $500 cash incentive towards energy effficient measures for households that meet the program income guidelines.

Low Income Multifamily Performance Program

This program is designed for buildings that contain 5 or more dwellings units.  Program partners guide the building owner through steps to make the units more energy efficient thus lowering energy bills.

**Residents/tenants are encouraged to contact their landlord or co-op board to participate in this program.

Weatherization Assistance Program

 

The Weatherization Assistance Program assists income-eligible families and individuals by reducing their heating/cooling costs and improving the safety of their homes through energy efficiency measures. Energy efficiency measures performed through the program include air sealing (weatherstripping, caulking), wall and ceiling insulation, heating system improvements or replacement, efficiency improvements in lighting, hot water tank and pipe insulation, and refrigerator replacements with highly efficient Energy Star rated units. Both single-family and multi-family buildings are assisted. Household energy use reductions and resultant energy cost savings are significant, with an average savings in excess of 20%. Individual households apply by contacting the provider that serves their area.
