In some instances qualified business may be eligible for special reduced electric and gas rates that locate or expand their operations in one of New York State's 52 Empire Zones (formerly Economic Development Zones). Empire Zone programs are administered through cooperation of the New York State Department of Economic Development (ESD), New York State Department of Labor, the Public Service Commission (PSC) and the local economic development certification board. To help retain jobs and expand employment, the Power for Jobs (PFJ), administered by the New York Power Authority (NYPA) is available to eligible large businesses and not-for-profit corporations with more than 400kw of electric demand. Small businesses and not-for-profit corporations (each having a minimum of 10kW of electric demand) that, individually, or as an aggregated group have loads of 100kW or greater may also be eligible.
