Gas Rate Proposal

Case Update

The New York State Public Service Commission (Commission) will hold a public statement hearing concerning a proposal by Orange and Rockland Utilities, Inc. (O&R) to increase gas service rates. During the hearing, O&R representatives will present a proposal to increase gas delivery rates.  In addition, Department of Public Service staff will summarize key matters and the procedural steps that the Commission will follow concerning O&R's proposal.  The public will have an opportunity to present their comments at the hearing before an Administrative Law Judge assigned by the Commission to this case.  For more information about this public statement hearing, click on this press release.

Case Background

The New York Public Service Commission (Commission) is seeking public comment on the proposal by Orange and Rockland Utilities (Orange and Rockland) to increase rates by approximately $17.8 million annually for gas delivery service. Approximately $5.3 million of the proposed increase would be offset due primarily to the expiration of a temporary surcharge, resulting in a net increase of $12.5 million, or approximately $103 for residential gas heating customers with average usage, an increase in gas delivery revenue of approximately 13.6%.  The increases would become effective on November 1, 2009.

PSC Seeks Public Comment on the Proposal 

Under New York State Law, the Commission must consider a utility's proposal and may adopt or reject it in whole or in part, or adopt changes not proposed by the Company.  An Administrative Law Judge is presiding over the gathering of public comment and all evidence relating to the proposal. 

Interested members of the public are invited to comment on the Company's proposal.  All comments submitted via one of the methods described below should be submitted not later than July 30, 2009.  All public comments received by the Commission will be placed in the official case file and subject to public inspection.

Next Steps

Taking into account all public comments, the Judge and the Commission's Advisory Staff will prepare further recommendations.  The Commission will formally consider the case at one or more regularly scheduled public meetings.  Following its discussion and deliberations at such meetings, the Commission will issue a written order.
