PSC Approves Economic Development Incentives for Corning, Inc. Case 13-G-0184 and 13-E-0185
ORDER AUTHORIZING ECONOMIC DEVELOPMENT INCENTIVES
On July 18, 2013, the New York State Public Service Commission (Commission) approved plans submitted by two utilities serving the diesel manufacturing facility in the Town of Erwin, Steuben County to assist in the expansion of production.
On July 2, 2013, Corning Natural Gas Corporation (CNG) requested approval of an amendment to the existing natural gas transportation agreement between it and Corning Incorporated (Corning) for service to the Diesel Manufacturing Facility (DMF) Corning owns and operates in the Town of Erwin, Steuben County. The proposed amendment would support Corning’s proposed expansion of production and employment at the DMF plant by setting, at a competitive price, the flexible rate for serving the incremental load added at the DMF as a result of the expansion.
Corning, Inc., which manufactures diesel emissions control products, plans to invest more than $250 million to construct and equip the plant’s 94,000 square-foot expansion, bringing 250 new full-time jobs to the plant, while retaining 500 jobs at the facility, while also creating a significant number of construction jobs and other economic benefits during the construction phase. Corning Inc. will increase manufacturing capacity at the Erwin Diesel facility near Corning, which produces large ceramic substrates and filters for heavy-duty diesel engine truck construction and agricultural equipment manufacturers worldwide.
The Commission also approved a request of New York State Electric & Gas Corporation, which supplies electric service to the facility, to provide a $2 million grant to Corning to make electric infrastructure upgrades to support the expansion.
