Parties are precluded from making any changes in the Commission approved test plans. Parties may request waivers for specific protocols by filing a request with the Secretary. Parties may also propose changes in standards by filing a request with Staff which describes in detail the proposed changes and why they are needed. No changes can be implemented without notice to the affected parties, provision for a comment period and subsequent Commission approval.
