Natural Gas Line Proposal

Case:  10-T-0154 and 10-G-0295 

Public Statement Hearings 

The New York State Public Service Commission will hold two public statement hearings on St. Lawrence Gas Company's application to build a transmission line to expand its gas distribution service by building a natural gas pipeline extension of about 48 miles to Chateaugay from the company's present transmission line in Norfolk, and building new distribution lines, in Franklin and St. Lawrence Counties. Public statement hearings will be held before Administrative Law Judge Rafael A. Epstein.

It is not necessary to make an appointment in advance or present written material to speak at the hearings.  Each hearing will remain open for at least one hour and will continue until everyone wishing to speak has been heard or other reasonable arrangements are made.

Background

This matter is being examined in:

  • Case 10-T-0154, Application of St. Lawrence Gas Company, Inc. (SLG) for a Certificate of Environmental Compatibility and Public Need Pursuant to Article VII of the Public Service Law (PSL) for the Construction, Operation and Maintenance of a new approximately 48 mile 8, 6 and 4-inch Steel, High Pressure Natural Gas Transmission Line and Related Land and Equipment from the Town of Norfolk, St. Lawrence County to the Town of Chateaugay, Franklin County; and
  • Case 10-G-0295, Petition of St. Lawrence Gas Company, Inc. for an Original Certificate of Public Convenience and Necessity Under Section 68 of the PSL for the Exercise of Gas Franchises of Numerous Municipalities in the Counties of Franklin and St. Lawrence.

The project would consist of 180,000 feet of 8" steel transmission line, 5,600 feet of 6" steel transmission line and 66,000 feet of 4" steel transmission line.  The distribution system would require an additional 290,000 feet of various sized plastic distribution pipe.  According to SLG, natural gas would be made available to approximately 3,900 residences and approximately 558 commercial and industrial customers in Franklin and St. Lawrence Counties.

Summary of Case

On April 7, 2010, SLG filed an application for a Certificate of Environmental Compatibility and Public Need in Case 10-T-0154.  By letter dated May 6, 2010, the applicant was informed of deficiencies that were identified in the documents submitted.  Subsequently, SLG submitted supplements on May 24, 2010, that cured the identified deficiencies. On June 16, 2010, the applicant filed a Section 68 Petition for a Certificate of Public Convenience and Necessity to exercise the franchises located within the expansion area.  It is expected to take several months for this decision.  If approved, the SLG would begin clearing the ROW during the winter of 2010/2011 and begin construction of the transmission line in late spring 2011, with natural gas to be made available to anchor customers in late fall of 2011. Distribution systems within the villages and towns will be constructed beginning in 2011, with construction continuing for several years.

On June 23, 2010, SLG submitted a further supplement providing additional information as requested in the Commission's May 6, 2010 letter. As of July 15, 2010, the application was deemed to be complete.

A preliminary conference of the active parties is scheduled for Friday, August 27, 2010 at 11:00 a.m. in the Public Service Commission's Albany offices, Three Empire State Plaza, Third Floor Hearing Room. The principal purpose is to identify the active parties and potential issues, determine if the above two proceedings should be conducted on a common record, and establish a further procedural schedule.
